=== Australia === In Australia, the supply of kava is regulated through the National Code of Kava Management. Travellers to Australia are allowed to bring up to 4 kg of kava in their baggage, provided they are at least 18 years old and the kava is in root or dried form. Commercial import of larger quantities is allowed under licence for medical or scientific purposes. These restrictions were introduced in 2007 after concern was raised about abuse of kava in indigenous communities. Initially, the import limit was 2 kg per person; it was raised to 4 kg in December 2019, and a pilot program allowing for commercial importation was implemented on 1 December 2021. The Australian Therapeutic Goods Administration has recommended no more than 250 mg of kavalactones be taken in a 24‑hour period. Kava possession is limited to 2 kg per adult in the Northern Territory. While it was previously banned in Western Australia, the Western Australian Health Department lifted the ban in February 2017, bringing Western Australia "into line with other States" where it has always remained legal, albeit closely regulated.
Rubella vaccine is a vaccine used to prevent rubella. Effectiveness begins about two weeks after a single dose and around 95% of people become immune. Countries with high rates of immunization no longer see cases of rubella or congenital rubella syndrome. When there is a low level of childhood immunization in a population it is possible for rates of congenital rubella to increase as more women make it to child-bearing age without either vaccination or exposure to the disease. Therefore, it is important for more than 80% of people to be vaccinated. By introducing rubella containing vaccines, rubella has been eradicated in 81 nations, as of mid-2020. The World Health Organization (WHO) recommends that the rubella vaccine be included in routine vaccinations. If not all people are immunized then at least women of childbearing age should be immunized. It should not be given to those who are pregnant or those with very poor immune function. While one dose is often all that is required for lifelong protection, often two doses are given. Side effects are generally mild. They may include fever, rash, and pain and redness at the site of injection. Joint pain may be reported at between one and three weeks following vaccination in women. Severe allergies are rare. The rubella vaccine is a live attenuated vaccine. It is available either by itself or in combination with other vaccines. In July 2020, an anti-drug operation coordinated in Italy by the Italian Guardia di Finanza and Customs and Monopolies Agency seized fourteen tonnes of amphetamines, labeled as Captagon, smuggled from Syria and initially thought by the Italian authorities to have been produced by ISIS, which were found in three shipping containers filled with around 84 million pills, in the southern port of Salerno. In November 2020, Egypt seized two shipments of fenethylline pills at Damietta port coming from Syria. The first had over 3.2 million tablets, while the second contained 11 million. In December 2020, Italian authorities seized about 14 tonnes of fenethylline arriving from Latakia, Syria, and heading towards Libya, consisting of about 85 million pills, worth around $1 billion. In January 2021, Egyptian authorities seized eight tons of fenethylline and another eight tons of hashish at Port Said, from a shipment that arrived from Lebanon. In February 2021, Lebanese customs seized at Beirut port a shipment of 5 million fenethylline pills hidden in a tile-making machine, intended for Greece and Saudi Arabia. In April 2021, Saudi authorities discovered 5.3 million fenethylline pills hidden in fruits imported from Lebanon.
